BACKGROUND
At its Regular Meeting of July 24, 2018, Board of Commissioners approved Resolution 2018-190 to enter into an Interlocal Agreement with the Cities of Bessemer City and Gastonia to apply for a grant to fund a water interconnect between Gastonia and Bessemer City with the Two Rivers Utility System.
The project came in overbid. Gastonia conducted value engineering to reduce the cost by $84k. Bessemer City has been awarded a $200k grant by Golden LEAF. An additional $200k grant from NC Commerce is pending, with the formal award notification anticipated. With this final award, the project will be fully funded at a total cost of $2.0M (The original estimated cost of the project was $1.6M). Accordingly the funding agreement in Interlocal Agreement 2018-347 needs to be amended. There is no change in the County’s funding for the local match.
Paragraph 4 of the Agreement is hereby amended in its entirety to read as follows:
PROJECT COSTS. The estimated costs of the Project is $2,000,000.00. The costs of the project are to be jointly funded by City, Bessemer and the County through the use of grant funds secured or to be secured by the Parties and local match funds as follows:

• NC Department of Commerce Grant $1,325,000.00
• Golden LEAF Grant 200,000.00
• Local Match Funds 158,334.00
