BACKGROUND

 

At the Fire Advisory Board meeting on December 5, 2019, Chief Craig Huffstetler presented a Certificate of Need for Union Road VFD, Inc. They are planning to purchase a 2020 Spartan/Marion Rescue Pumper (2000 GPM, 1000 gallon booster tank, 10 kw generator) and full complement of extrication tools including but not limited to:  cutters, spreaders, rams, struts, hydraulic pumps and hoses.  This purchase will replace their 1995 International/Rescue Masters apparatus.  The age and inability to pump water is cited for the replacement of this truck.  This truck will be sold and the funds will be placed into their savings account to replenish funds used to purchase appliances for the new apparatus.  Total estimated cost of the new truck and equipment was first quoted at $735,000 and presently the price is quoted at $609,000 for truck and $100,000 for equipment.  They plan to finance with Civic Federal Credit Union at a rate of 3.05%, making estimated payments to be $87,000 or less annually for 10 years. If Union Road requests a tax increase at the 2020-2021 budget meeting in March it will be very minor.    Barry Wilson made a motion to recommend to the Commissioners that they extend the Certificate of Need to Union Road VFD, Inc.  David Toomey seconded the motion.  There was no further discussion or opposition.  The vote was unanimous (Chief Craig Huffstetler abstained from voting).  The motion carried.
