BACKGROUND
Public advertisement is required when contracts for construction or repair work, or purchase of apparatus, supplies, materials, and equipment meet the monetary threshold established in G.S. 143-129. The use of electronic advertisement is allowed per G.S. 143-129(b) in addition to, or as an alternative to, advertisement in a newspaper of general circulation.
In some cases, advertisement in the newspaper may be the most effective method of obtaining competition. But in other cases, advertisement by electronic means in addition to, or as an alternative to, newspaper advertisement may be a more effective and efficient method of reaching prospective bidders. Electronic advertisement could take various forms such as on County website, State IPS or State HUB site, for example. Approval of the attached resolution will allow the County Manager or his/her designee to select the most effective and efficient method of advertisement.
