BACKGROUND

The Comprehensive Control Act of 1984 and the Anti-Drug Act of 1986 provide for the distribution among participating law enforcement agencies of assets forfeited in connection with drug related arrests.  The above laws prohibit the use of such funds to reduce local funds budgeted for law enforcement programs. 

The Allocation of Drug Asset Forfeiture Funds ($100,000) will be appropriated from the Drug Asset Forfeiture - Treasury account received during Fiscal Year 2016 to replace Latent Workstation (AFIS), Shelving for Property/Evidence, provide additional shelving in the property/evidence and equipment room and to provide leadership training for Department Supervisors.

In the near future, the NC Department of Public Safety will be upgrading its AFIS to a IDEMIA MorphoBIS, the next generation of AFIS.  As a result, existing (Printrak) Latent Workstations will not be compatible with the new AFIS. To maintain interoperability with the new NC DPS MBIS AFIS, all existing (Printrak) Latent Workstations must be upgraded to MBIS Latent Expert Workstations.  The Department is requesting funds for the cost for the upgrade ($31,895.00).

The department is requesting new shelving for the property and evidence room at a cost of approximately $15,150.00 from Patterson Pope (a high density storage solution company). We are currently at capacity for storage due to the large amounts of evidence being held for homicide cases.  This evidence must be stored until either the perpetrator dies in prison or signs an affidavit saying they surrender their right to appeal their case through any court including the Supreme Court.  Additional shelving in the property/evidence room and equipment room will provide much needed space for the department. 

The department is requesting funds for the Franklin Covey Solutions - leadership/supervisory training.  Training courses and online resources will be available to staff for enhancing their leadership/supervisory skills at meeting objectives and impacting employee performance.  Training will be held by a facilitator as well as online training.  Cost is approximately $37,360.00.  The remaining balance of $15,595.00 will be used for any incidental costs that may be incurred.
