BACKGROUND
Douglas and Sheila Funderburk, property owners on Glover Road, are requesting that the NCDOT abandon a portion of Glover Road, being the southernmost 1500 feet of such road. The NCDOT makes the ultimate determination as to whether or not to abandon such road. However, prior to such action, the NCDOT requires the County in which the road is located to provide a recommendation either for or against such abandonment.
With the exception of property owned by Stowe Timber,LLC, it is Staff's understanding that the other property owners on the proposed area to be abandoned are related to Douglas and Sheila Funderburk, and they do not object to such abandonment. All property owners on or adjoining the proposed area to be abandoned were notified by way of first class mail of this action. Additionally, road signs notifying the public about the recommendation was placed on Glover Road.
POLICY IMPACT
Emergency responders for Gaston County were notified of the proposed abandonment, and did not raise any objections concerning the ability to render emergency services. Gaston County is providing a recommendation to the NCDOT concerning the abandonment of a portion of Glover Road; the NCDOT, pursuant to its own procedures, will ultimately determine whether Glover Road is to be abandoned or not. Abandoning a road means that the State will not maintain it. Depending on easements found in the title or other factors, individuals or corporate entities may still be able to use a road which is determined to be abandoned by the NCDOT.
