BACKGROUND
The current Gaston County Animal Care and Enforcement Facility located at 220 Leisure Lane, Dallas, North Carolina was built in 1969. A recent inspection by the North Carolina Department of Agriculture noted multiple deficiencies and needed repairs. The current facility also does not meet current Animal Welfare Act guidelines. In June 2015, the Gaston County Commissioners authorized the purchase of the facility and land at 1491 Business Park Court, Gastonia, North Carolina with a goal of renovating and developing this facility into a new Animal Care and Enforcement facility. The new facility is centrally located near the intersection of Interstate 85 and Highway 321, providing easy access for the citizens of Gaston County, as well as easy interstate/highway access for Animal Care and Enforcement officers. The Gaston County Board of Commissioners authorized the architecture firm Stewart Cooper Newell Architects of Gastonia, North Carolina to provide professional design services for the design and renovation of the new Animal Care and Enforcement facility (File #: 16-053).
Construction plans for the Gaston County Animal Care and Enforcement facility were publicly advertised on March 04, 2018. A pre-bid conference and site visit was held on March 20, 2018.
