BACKGROUND

Gaston County is committed to providing quality recreational facilities for the citizens of Gaston County.  Additional sports fields and recreational amenities are needed to continue meeting the needs of the recreational community.  Gaston County Public Works and Parks & Recreation have collaboratively developed plans for Dallas Park Phase II improvements to include a multi-purpose sports field, splash pad, walking trail, dog park, fitness pavilion and supporting infrastructure including restrooms and parking lot improvements.

Construction bids for Dallas Park Phase II Improvements were publicly advertised on February 4, 2018 and a pre-bid conference was held at the Citizens Resource Center on February 22, 2018.  A bid opening was held on March 8, 2018 at which time a minimum of three (3) bids were not submitted.  The project was re-advertised on March 11, 2018 and sealed bids were publicly opened on March 20, 2018 with the following results:

Based on the bids received, this Board Action deems J.D. Goodrum Company, Inc. as the General Contractor submitting the lowest, responsive, responsible bid.  Approval of this Board Action formally selects J.D. Goodfrum Company, Inc. to perform construction work associated with this project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager to execute said documents in an amount totaling $1,707,750.00.  Additionally, this Board Action approves owner provided purchases from the National Joint Purchasing Alliance for the fitness pavilion structure and related fitness equipment in an amount not to exceed $68,500.00.  A Fund Balance appropriation in the amount of $59,353.00 is required for this project.  The Gaston County Parks and Recreation Department is preparing a Parks and Recreation Trust Fund (PARTF) grant application to assist with the purchase of splash pad components and equipment as well as a restroom facility to be installed adjacent to the splash pad that will also house the splash pad equipment.  Upon successfully securing the PARTF grant funds, a separate Board Action to accept the funding and authorize staff to move forward with the owner provided purchases will be brought to the County Commission for consideration.
