BACKGROUND
The Gaston County Jail is located at 425 Dr. Martin Luther King Jr. Way, Gastonia, NC. The current 175,758 square foot facility is no longer able to provide adequate space for the growing inmate population. Interior upfits/improvements are proposed to utilize what was previously designed as first floor recreation areas along with enhancements to existing systems to accommodate the new housing. These areas would be equipped with pre-manufactured units (cells) capable of housing an additional 60 inmates in two-bunk cells and 12 inmates in individual cells. The project includes updating existing equipment such as door controls, security systems, etc. to address operational needs for the expanded housing and inmate population. This phase of the project selects the architect of record for the work.
North Carolina General Statute (NCGS) 143-64.31 requires the initial solicitation and evaluation of firms to perform architectural, engineering, surveying, construction management-at-risk services, and design-build services (collectively "design services") to be based on qualifications and without regard to fee. NCGS 143-64.32 authorizes units of local government to exempt contracts for design services from the qualifications-based selection requirements of G.S. 143-64.31 if the estimated fee is less than $50,000. However, design fees for this project will exceed the $50,000 cap for exemption thereby requiring the architect/engineer to be selected through the qualifications based process.
