BACKGROUND

Chief Justin Barnes presented a Certificate of Need and a 5 year plan for Tryonota Fire Department. (attached)  They are planning to purchase a new Class A Pumper with 1500 to 2000 GPM Pump/1,000 Gallon Booster Tank. This apparatus will replace a 1996 Freightliner Commercial Built Engine truck that has been in service at Tryonota for 22 years. Purchasing this Pumper will reduce costs for the department in maintenance of the old truck, provide more safety features and avoid higher costs if waiting to order a new truck. The old truck will continue to serve the Tryonota Fire District by keeping its equipment and by being moved to Station 2 (Chestnut Ridge).  Estimated cost of the new truck and equipment is $550,000.  Tryonota will make a down payment of $50,000.  They are planning to finance through Local Government Federal Credit Union $500,000 at a rate of 3.25%. The loan is to be repaid in 15 payments. They will not be asking for a tax increase.  Jeff Hovis made a motion to recommend to the Commissioners that they extend the Certificate of Need to Tryonota Fire Department.  Matt Kanupp seconded the motion.  There was no further discussion or opposition.  The vote was unanimous.  The motion carried.
