BACKGROUND
In an effort to reduce the Gaston County Jail population, the Sheriff's Office requests to implement a GPS Electronic Monitoring Program (ankle bracelets) for low to mid-level offenders. Once implemented, this system will provide immediate relief to the overcrowding problem the jail is currently experiencing. The jail operating capacity is 526 and the population has been consistently over regulation for more than six months.

The Sheriff's Office has consulted several vendors with decades of experience with the design, monitoring, and implementation of GPS Electronic Monitoring programs. These vendors offer comprehensive programs; however, the Sheriff's Office will monitor all offenders on the program. This will require additional personnel and equipment to effectively administer the program. Additional personnel includes ten deputies, one sergeant, and one warrant records clerk. Equipment to support personnel consists of uniforms, body cameras, vehicles, guns, etc.

Costs associated with implementing the program include: personnel, equipment for personnel, and leasing of the ankle bracelets. The estimated cost to implement the program is $789,954 and is broken down as follows: $351,323- personnel for 10 deputies, 1 sergeant, 1 warrant records clerk (excluding overtime) prorated for Jan-June FY18; $46,052- non-salary items (uniforms, miscellaneous supplies, training, and software prorated FY18); $322,002- furn/equip < $5,000 (1 year lease for 100 ankle bracelets at a rate of $5/day and equipment for 10 deputies and 1 sergeant); $70,577- vehicles (vehicle lease principal, interest, and f...
