BACKGROUND
The Gaston County Police Department operates a patrol vessel used for public safety operations on County waterways. The existing outboard motor has reached the end of its service life and has experienced increasing maintenance issues that affect operational reliability.
To ensure continued emergency response capability and safe marine operations, the department is requesting approval for the purchase and installation of twin Yamaha 250 outboard motors onto a 2014, 27', Workskiff, Force Protect.
The purchase of a replacement marine outboard motor was solicited through the formal bid process in accordance with N.C.G.S. § 143-129, as the estimated cost exceeded the $90,000 formal bidding threshold for equipment purchases. On February 8, 2026, an Invitation for Bid was advertised for solicitation. No bids were received. A second Invitation for Bid was posted on March 1, 2026. No bids were received again.
Following the Invitation to Bid a quote was obtained from MarineMax East, Inc., a local vendor, for $106,708.86. Other local vendors were contacted, but declined to provide a quote for the procurement and installation.
POLICY IMPACT
This authorizes the County to sole-source procure the item from MarineMax East, Inc. due to adequate competition, as authorized by N.C.G.S. §143-129(e)(6).
