BACKGROUND

Gaston County and the City of Kings Mountain have been in discussions to address solid waste management issues.  City staff reached out to the County to inquire about disposal of municipal waste at the Gaston County Landfill.  After negotiations with County and City staff, a draft agreement for these services for the next four (4) years has been developed.  The new contract addresses the rates that the County will charge for disposal of both In-County Municipal and Out-of-County waste.  The price for disposal for the municipality will increase by $1/ton every year of the contract.

 

Tonnages for all categories of waste received at our facility have continued to increase resulting in a slight increase in overall annual revenue. This increase in revenue could be used to offset the impact of an extended phase-in period for the municipal rate increase. This fee adjustment phase-in period should help municipalities provide waste collection services at lower operating costs while allowing the rates to migrate to a level that more closely reflects operational costs. Approval of this Board Action authorizes the County Manager or her designee to execute the contract.  All proposed fee changes addressed in the contract have been included in the most recent fee schedule review conducted by the County (May 2024).

 

No appropriations are necessary as a result of this Board Action.
