BACKGROUND
The Old Willis Force Main Project came to fruition due to the necessity of adding capacity to the existing force main downstream of the Dallas High Shoals Regional Sewer Project. The pipe size in the current state is an 8-inch line, and the base bid of this project expands the capacity to 10 inches. The project will install a parallel force main alongside the existing pipe within the current confines of the established easement.
The project consists of installation of approximately 8,200 feet of new force main bid as a 10-inch pipe with an alternate bid to upsize to 12 inches. The project includes one directional bore, approximately 700 feet under South Fork Catawba River. The City of Gastonia agreed to fund the cost difference to upsize the line from 10 inches to 12 inches per an interlocal agreement between Gaston County and the City of Gastonia (Contract 2025-449). The total cost of Gastonia's portion is $272,049.49.
On December 9, 2025, the Commission awarded a construction contract to Classic City Mechanical in the amount of $1,845,746.70 per Board Action 2025-401. Approval of this Board Action authorizes the County attorney to draft any necessary contract documents and the County Manager, or his designee, to sign said documents for expenditure purposes to include the upsize cost of $272,049.49. The total contract amount awarded to Classic City Mechanical as a result of this amendment is $2,114,533.90.
