BACKGROUND
North Carolina Statute 160A-266 dictates the procedure for disposal of surplus property. Gaston County Police has 38 DamacusGear Prison Riot Suits that were purchased in 2018. These suits were purchased in preparation for the 2020 Republican National Convention held in Charlotte, NC. The suits were never used by the department due to being designed for prison riots and did not meet the protective standard for civil emergencies. Civil emergency Riot Suits that meet the standard have been purchased since then. Pursuant to NCGS 160A-274, Gaston County Police requests these suits be conveyed to Gaston College to be used by their Basic Law Enforcement Training Academy as part of their training activities and other law enforcement training.
Gaston College would like to utilize the inventory of the DamacusGear Prison Riot Suits for use in their Basic Law Enforcement Training (BLET). Releasing the riot suits to Gaston College does not pose any hazard to the public nor any cost to the County. Gaston County conveys these suits "as is" and without any warranties of merchantability or fitness for a particular purpose.
The Gaston County Police Department requests the surplus and donation of the 38 suits be approved by the Gaston County Board of Commissioners.
