BACKGROUND

 

This Board Action and Budget Change Request approves the sole source purchase of four IDEMIA LiveScan Systems. IDEMIA has been the sole provider of the AFIS System in place at the North Carolina Department of Public Safety since 1987. IDEMIA is the only vendor who can deliver a Livescan System that is 100% compatible with the NC-DPS system. This purchase qualifies as a sole source exception to bidding per NC GS 143-129(e)(6) due to its compatibility with the NC-DPS system and the needed product is only available from one source.

 

This Board Action and Budget Change Request also transfers $74,000 from the General Fund to the Capital Fund for this purchase. The current software is expiring and IDEMIA will no longer provide support or maintenance. A transfer within the department’s budgeted funds was previously approved for this purpose in Resolution 2025-396. Upon further discussion and receipt of the contract documents, the Sheriff’s Office, Budget, and Finance determined that it is a capital expenditure, not an operating expenditure. No additional County funds are being appropriated.
