BACKGROUND
The Child Advocacy Center (The Lighthouse) is located on the lower level of the Highland Health Center at 609 North Highland Street, Gastonia, North Carolina. The current 1,000 square foot space is not adequate to provide the services that are needed. In 2019, The Lighthouse conducted 395 forensic interviews of children who are victims of sexual abuse, physical abuse, domestic or family violence, neglect or human trafficking. To meet the growing needs of The Lighthouse, City Church of Gastonia has agreed to lease a parcel of land to Gaston County to accommodate the construction of a new facility. This land is located at 3150 City Church Street, Gastonia, North Carolina 28056. The new facility will allow space for law enforcement, social services workers, prosecutors, counselors and Child Advocacy Center staff to help children and families heal.
Board Resolution 2020-111 authorized the County Manager to execute an architect/engineering design agreement with Stewart-Cooper-Newell Architects (SCNA) of Gastonia, N.C. SCNA prepared construction documents and specifications for the new facility. Gaston County publicly advertised construction of this project on Sunday, April 4, 2021 in The Charlotte Observer, The Gaston Gazette, Greater Diversity News and posted on The Gaston County webpage and HUBSCO Bidders Profile. Gaston County Public Works held a pre-bid conference on April 14, 2021 at 11:00 A.M. Bids were publicly opened and read aloud on April 29, 2021 at 2:00 P.M. in the Gaston County Courthouse Public Cafeteria with the following results:
