BACKGROUND

On June 13, 2023, the Gaston County Board of Commissioners accepted and appropriated Carolina Thread Trail 2023 Trail Implementation Grant Funds ($92,375), Resolution # 2023-203. The City of Lowell also accepted a Carolina Thread Trail 2023 Trail Implementation Grant ($127,080).

Section 160A-461 of the North Carolina General Statutes authorizes units of local government to enter into interlocal agreements for any undertaking. Gaston County and the City of Lowell propose to use the grant funds to develop a jointly sponsored, public, multi-use pathway that connects River Heights subdivision in Lowell, to a future City of Lowell River Front Park, to a dedicated pathway through George Poston Park to the base of the future Spencer Mountain Trails, as shown on the attached map.

The purpose of the agreement between the County and the City of Lowell is to set forth the terms and conditions under which the County and the City of Lowell will perform duties pertaining to the construction and operation and maintenance of the pathway. Each party shall expend their respective Grant funds only on construction of their respective segments of the pathway.

The City of Lowell approved the Interlocal Cooperation Agreement at their Board meeting December 4, 2023. Approval of this Board Action authorizes the County Manager, or her Designee, to execute the Interlocal Cooperation Agreement with the City of Lowell.
