BACKGROUND

Uniform Guidance (UG) sets standards for the award and expenditure of federal financial assistance and is codified in 2 C. F. R. Part 200. Procurement standards are codified in 2 C. F. R. Subpart D (200.317- 327). These federal requirements became effective July 1, 2018. To comply, Gaston County adopted a Uniform Guidance Policy & Procedures including a written conflict of interest policy following a UNC School of Government template.  The conflict of interest portion was last updated in Board Action 2022-026.

The School of Government has developed a new Model Conflict of Interest Policy relative to all federal financial assistance (including ARPA funds).  Finance and the County Attorney’s Office have collaborated on a new county conflict of interest policy following this model. Once approved it will be placed on the County website and Intranet, as well as added to our Uniform Guidance Policy & Procedures.

POLICY IMPACT

Uniform Guidance affects all federal financial assistance (grants, loans, and reimbursement).  This includes federal funds passing from others to Gaston County and passing through Gaston County to others. Noncompliance could result in de-obligation of funding.
