BUDGET ORDINANCE IMPACT

Increase revenue and expenses in the General Fund by $23,463.00.  Increase revenue in the Community Investment Fund and expense in the General Government Capital Fund by $10,080.00.   Total increase to revenue and expense of $33,543.00.

BACKGROUND

Award allocations to units of local government (Gaston County/City of Gastonia) are based on the jurisdiction’s proportion of the three-year average number of violent crimes committed in the state. Only units of local government that would receive $10,000 or more based upon that formula are eligible for a direct allocation which eliminates other municipalities in the county and the Sheriff’s Office. A portion of the total allocation was designated for the Sheriff’s Office because he operates the jail where violent crime offenders are housed. Gaston County and the City of Gastonia are designated as a “disparate allocation,” meaning that based upon the number of violent crimes reported by the City and the County, the City qualifies for an amount that is at least one-and-a-half times more than the amount for the County which has concurrent jurisdiction. The units of local government (County and City) representatives must sign and submit to DOJ a memorandum of understanding stating that they all agree on how the joint award, which is the sum of the individual awards, will be allocated and used.
