BACKGROUND

The $16,335 is a NC Public Health Emergency Preparedness Federal Grant funded expense for a new PortaCount Respirator Fit Testing machine used to Fit Test employees for N95 masks in their daily work or for use in a Public Health emergency response. Annual Fit Testing is required by OSHA for employee protection.  The NC Public Health Emergency Preparedness Federal Grant has received sole source approval from the state to purchase the machine from TSI, Incorporated who is the manufacturer and sole provider of this equipment.  Approval by the Board of County Commissioners is required per Uniform Guidance due to federal funding.  As part of the Chart of Accounts (COA) redesign project, the County established a multi-year General Government Capital Fund.  All capitalizable items (>$5,000) will be moved into the General Government Capital Fund.  This is consistent with audit reporting and aligns with the purpose of the Community Investment Fund.  No additional appropriation of funds is necessary.  These are non-County funds.
