BACKGROUND
The competitive request for proposals (RFP) was conducted for Temporary Staffing Services. Temporary services will be used to continue COVID operations at the Health Department. All temporary staffing assignments will be grant funded instead of requesting additional positions from the County.
Purchase and Service Contracts containing federal funds of any source, type or amount, must follow Uniform Guidance (UG) as codified in 2 C.F.R. Part 200. Per 2 C.F.R. ? 200.320(b), Service Contracts of $250,000 or more (threshold based on total cost of award if multiple awards) can be procured per the Competitive Proposal process when the sealed bid procedure is not appropriate for the particular type of service being sought. This competitive RFP process was conducted for Temporary Staffing Services.
Formal advertisement is not required for this RFP; however, the RFP was publicized on the County's website and on the NC DOA Historically Underutilized Businesses (HUB) site to meet the UG affirmative steps to solicit from M/WBE. C.F.R. ? 200.321 Contracting with small and minority businesses, women's business enterprises, and labor surplus area firms' affirmative steps were also followed during the competitive RFP process. Although not required, the Temporary Services was also advertised in the Gazette.
Temporary Services proposals (8) were received by 5/17/2022. Proposals were evaluated only on criteria established in the RFP document.
Award is proposed to the following firm deemed to have the most advantageous proposal taking into account the evaluation criteria identified in the RFP....
