BACKGROUND

The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste facility for the citizens and businesses of Gaston County that meets or exceeds all applicable state and/or federal regulations. As part of our everyday operations, this division requires general surveying services for items such as staking grades in operating cells, marking leachate lines, volume surveys, boundary surveys, location of erosion control limits, and other technical assistance as needed.

North Carolina General Statute (NCGS) §143-64.31 requires the initial solicitation and evaluation of firms to perform architectural, engineering, surveying, construction management at-risk services, and design-build services (collectively design services) to be based on qualifications and without regard to fee. Solid Waste and Recycling Division staff developed a Request for Qualifications (RFQ) packet in accordance with the statutory requirements and publicly advertised beginning April 18, 2022. Statements of Qualifications (SOQ) were received by the posted deadline of May 4, 2022. The selection committee was comprised of 5 Public Works staff who reviewed each SOQ submitted and selected Gray Surveying as the most qualified firm.

Approval of this Board Action authorizes the County Manager, or her designee, to execute the agreement for professional surveying services.
