BACKGROUND

This sealed bid procedure was conducted for Drug Screening Services - Bid #2024-001

 

a.                      Service Contracts containing local funds must follow Gaston County Purchasing Policy and Procedure Manual instructions located on pages 9-10 of the policy. A sealed bid is a procurement method in which bids are publicly solicited and a firm-fixed price contract (lump sum or unit price) is awarded to the responsible bidder who bid, conforming with all the material terms and conditions of the invitation for bids, is the lowest in price.

 

b.                      Bid was publicized on the County’s website, and on the NC DOA Historically Underutilized Businesses (HUB) site to solicit from M/WBE. This Drug Screening Services bid was also advertised in the Gaston Gazette. All were advertised as a "Public Bid Opening" that referenced the date, time, and location of bid opening.

 

c.                       Four responses were received before the deadline of Tuesday, April 2nd, 2024 @ 3:00 PM. Medscreen, Inc. was the lowest, responsive, responsible bidder for this solicitation and is recommended for contract award approval. Contract award is recommended for approval to Medscreen, Inc. for DSS Drug Screening Services in the amount of $100,000. Pricing of all bidders are attached.
