BACKGROUND

The Gaston County Solid Waste and Recycling Division is committed to providing a safe, economical, and environmentally sensitive waste disposal facility for the citizens and businesses of Gaston County that meets or exceeds all applicable regulations.  Consistent with the NC Solid Waste Management Rules (15A-NCAC-138), Gaston County is continuing to utilize its current landfill site in compliance with Federal Subtitle D regulations which became effective January 1, 1998.  Periodic permit applications for new landfill cell areas are necessary to provide a location to meet the disposal demand of Gaston County. The proposed Unit IV area would encompass approximately 35.3 acres within the existing landfill property, add approximately 10 million cubic yards of disposal capacity, and extend the facility’s useful life by an estimated 15 years. The landfill would continue to accept Municipal Solid Waste (MSW) and Construction and Demolition (C&D) waste from its current service area. Unit IV requires regulatory approval from the North Carolina Department of Environmental Quality (NC DEQ), Division of Waste Management, including a permit application and local government resolution of support as required by North Carolina General Statutes. This Resolution and Board Action authorizes the application and provides local Board approval for Unit IV.  Upon receipt of a Permit to Construct from the North Carolina Department of Environmental Quality, staff will advertise for contractors and bring subsequent proposals to the Board for approval.
