BACKGROUND
The Gaston County Board of Commissioners approved funding in the FY22 budget to complete ADA improvements. Due to age and continued usage of Tryon Courthouse Road Park, ADA renovations and pavement repairs are required. Tindale Oliver previously conducted an in-depth ADA deficiency study and provided ADA remediation recommendations to Gaston County. Based on the results of that study, Shield Engineering designed pavement repairs/ADA renovations and prepared bidding documents for public bidding purposes. The project was originally publicly advertised August 30, 2021 with only two (2) bids received. This project was re-advertised September 2, 2021 and publicly opened on September 14, 2021 with the following bid results:
T.C. Strickland Construction $1,408,390.29
Pinnix, Inc. $1,538,761.75
Catalyst Construction $2,494,822.00
Based on the bids received, this Board Action deems T.C. Strickland Construction as the contractor submitting the lowest responsive, responsible bid. Approval of this Board Action formally selects T. C. Strickland Construction to perform the work associated with the project, directs the County Attorney to draft all necessary contract documents, and authorizes the County Manager or her designee to execute said documents for an amount of $1,408,390.29. T.C. Strickland Construction has identified approximately 31% HUB / MWBE participation on this project.
