BACKGROUND
Cortexflo is a state-of-the-art forensic imaging system designed to document injuries in sexual assault examinations. This equipment is essential for ensuring accurate, high-quality forensic documentation while maintaining a trauma-informed approach to survivor care. The inclusion of Cortexflo equipment in a sexual assault medical room aligns with best practices in forensic medical exams, improving evidence collection, survivor experience, and judicial outcomes.
When federal funds are involved, the County’s Uniform Guidance Policy & Procedures requires governing board sole source approval beginning at $10,000. Grantor approval is typically requested prior to governing board approval; however, Governor’s Crime Commission does not participate in sole source review unless the cost reaches $250,000. Justification for this purchase is that the equipment is available from only one source. Fernico Inc. is the sole source in the USA for Cortexflo.
