BACKGROUND
The NC Division of Water Infrastructure awarded $5,478,000 in American Rescue Plan Act funding from the State Fiscal Recovery Fund for water, wastewater, and stormwater projects to Gaston County (Project# SRP-D-ARP-0075). The waterline project required County funds totaling $2,449,000 as the project was not fully grant funded. Resolution # 2022-203 approved on June 28, 2022, appropriated $894,000 from the Community Investment Fund (CIF) fund balance for the design fees associated with the project. Resolution # 2022-294 approved on September 27, 2022, appropriated an additional $1,555,000 for the County required contribution which is also being appropriated from the CIF fund balance. An application was submitted by Public Works to NCDEQ/DWI for an additional $2,375,000 in grant funding to help cover the funding gap and reduce County costs.
As per 2022-294, the additional funds granted by NCDEQ/DWI and accepted by Gaston County will reimburse a prior fund balance appropriation to the CIF fund balance. Approval of this Board Action accepts the additional $2,375,000 in ARPA funds from NCDEQ/DWI and returns those funds back to the CIF fund balance as approved per Resolution 2022-294. Further, approval of this Board Action authorizes the County Manager, or her designee, to execute any required grant documents.
