Increase Federal revenues by $3,215,069 and appropriate $3,215,069 into Special Programs account.

BACKGROUND

The Department of US Treasury made available through the American Rescue Plan Act of 2021 funds for a second allocation for the Emergency Rental Assistance program to assist households that are unable to pay rent and utilities due to the COVID-19 pandemic.  Grantees use the funds to provide assistance to eligible households through existing or newly created rental assistance programs.  At least 85 percent of awarded funds must be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing.  Remaining funds are available for case management and other administrative costs.  Funds expire on September 30, 2025.
