BACKGROUND

Pursuant to N.C.G.S. 160-D, local governments may enter into development agreements but said local governments may not exercise any authority or make any commitment not authorized by general or local act, and may not impose any tax or fee not authorized by otherwise applicable law. This proposed agreement provides for the installation of Lincoln County water and sewer infrastructure for the Riverbend Preserve Development on Parcel ID 310408 - for an industrial park along the county-line between Lincoln and Gaston counties.  The General Assembly granted Lincoln County $18.55M to extend water and infrastructure to the site for the industrial park.  Any overage costs shall either be covered by Riverbend or additional allocations from the State - no other County funds are to be expended. This development agreement is between Gaston County, Lincoln County, and Riverbend Preserve, LLC
