BUDGET ORDINANCE IMPACT

Increase Federal revenues by $395,327 and appropriate $58,339 into Energy Administration account and $336,988 in Pandemic LIEAP account.

BACKGROUND

The Coronavirus Aid, Relief, and Economic Security Act that was passed by Congress provided additional funds to States navigating the public health and economic impacts of COVID-19.  North Carolina received additional funds in CARES Act funding to apply toward the Low Income Home Energy Assistance Program.  Counties have 30 days from December 11, 2020 to process payments.  In order to process payments, the funds need to be appropriated into the FY20-21 budget.  These funds are 100% federal funds and no additional county funds are required.
