BACKGROUND
Section 160A-461 of the North Carolina General Statutes authorizes units of local government to enter into interlocal agreements for any undertaking. The Crescent Project is a proposed mixed-use development in Belmont. Recent traffic analyses of the Keener Boulevard and Catawba Street intersection recommend significant capacity improvements.
If the Crescent Project is approved by the City of Belmont, Gaston County and the City of Belmont propose to share a portion of the Catawba/Keener intersection improvement costs, with the County’s proportionate share not to exceed the lesser of Five Million Dollars ($5,000,000) or 50% of the total project cost, including but not limited, to design/engineering, right-of-way acquisition, utility relocation and construction. The County shall carry the cost of design/engineering and right-of-way acquisition prior to bid acceptance. The interlocal agreement would set forth the terms and conditions under which the County would provide financial support, and the City of Belmont would manage the construction of the intersection improvements.
The cost share agreement is contingent upon the City of Belmont’s approval of the Crescent Project. Approval of this Board Action authorizes the County Manager, or his Designee, to negotiate and execute an interlocal agreement with the City of Belmont.
