BACKGROUND

Gaston County currently owns Parcels #106052 (216 S. Highland Street, Gastonia) and #101789 (1319 Ware Street, Gastonia), acquired by way of tax foreclosure. These parcels are not in an area that the County is planning to redevelop, nor are they planned for current or future development or County use.

The Public Works office has received an offer from Mr. Arthur Coffey to purchase said properties for: #106052 - $1,550.00 and #101789 - $900.00. Approval of this Board Action formally accepts said offers and authorizes staff to proceed with the upset bid process.

Under G.S. 160A-269, a County has the authority to "receive, solicit, or negotiate an offer to purchase property and advertise it for upset bids." Under this statute, if the Board of Commissioners accepts these offers for the properties, the County then must advertise the bid in the newspaper for 10 days. If other bids are received, the upset bid process will continue until the highest bid is received. Once no other upset bids have been received, staff will bring the highest and best offer back to the Commission for final approval.
