BACKGROUND
The competitive request for proposals (RFP) was published by the Gaston County Workforce Development Board for the delivery of services for the WIOA Adult and Dislocated Workers program services, One Stop Operator - (WIOA Director of NCWorks Gaston), and Youth Program services through WIOA grants.
Purchase and Service Contracts containing federal funds of any source, type, or amount, must follow Uniform Guidance as codified in 2 C.F.R. Part 200. Per 2 C.F.R. ? 200.320(b), Service Contracts of $250,000 or more (threshold based on total cost of award if multiple awards) can be procured per the Competitive Proposal process when the sealed bid procedure is not appropriate for the particular type of service being sought. This competitive RFP process was conducted for services to be rendered for the WIOA Adult and Dislocated Workers program services, One Stop Operator - (WIOA Director of NCWorks Gaston), and Youth Program services in accordance with the WIOA grant procedures.
Request for Proposals were publicized on the County's website, Gaston Gazette, and on the NCDOA Historically Underutilized Businesses (HUB) site to meet the UG affirmative steps to solicit from M/WBE. Two proposals were received by the deadline stated in the RFP of April 9th, 2024, at 11:00 AM. Proposals were evaluated on criteria established in the RFP documents. The Gaston County Workforce Development Board approved the recommendation for contract awards at their board meeting held on 4/18/2024 for the following:
