BACKGROUND
The Old Willis Force Main Project came to fruition due to the necessity of adding capacity on the existing force main downstream of the pending Dallas High Shoals Regional Sewer Project at the current outfall to the Stanley Water Treatment Plant. The pipe size in the current state is an 8-inch line, and this project is planned to expand the capacity to 10 or 12 inches. The plan is to run a parallel force main alongside the existing pipe within the current confines of the established easement.
The project consists of installation of approximately 8,200 feet of new Force Main, base bid as 10 inches with an alternate as 12 inches. Includes one directional bore, approximately 700 feet under South Fork Catawba River.
The City of Gastonia has agreed to fund the cost to upsize the line from 10"-12". The total cost of Gastonia's portion is $272,049.49.
The Old Willis Force Main Project was publicly advertised, and the bids were received and publicly opened on November 25th, 2025. A total of 9 bidders submitted for the project with the results listed below. Classic City Mechanical submitted the apparent low, responsible bid in the amount of $1,845,746.70.
