BACKGROUND

The Division of Social Services purchased the Compass File Management system in 2009.  Due to Uniform Guidance, the annual maintenance costs for the system is higher than the micro-purchase and therefore requires a bid process.  Since maintenance for this system can only be provided by Northwoods Consulting, whom owns proprietary rights to the system, we are requesting approval for a Sole Source purchase from this vendor.  We have received documentation from the vendor regarding this request.
