BACKGROUND
Due to the nature of the sanitary sewer flow from the jail, Two Rivers Utilities (local sewer service provider) has been experiencing public sanitary sewer line challenges. Gaston County Public Works has been working with Two Rivers Utilities to determine a solution that will eliminate these challenges. It has been determined that the installation of a mechanical screen and grinder at the jail facility will intercept and eliminate any items that could cause downstream difficulties.
LaBella Associates, P.C., a local architecture and engineering firm, has conducted a preliminary study and field survey to design a mechanical screen and grinder system to be constructed in-line with the existing Gaston County Jail sanitary sewer system. Since LaBella Associates has performed a preliminary study (including preliminary construction drawings) and a field utility and topographic survey, we request that the qualification based selection process for architects and engineers be waived. The anticipated design contract amount is $30,000.00.
G.S. 143-64.32 authorizes units of local government to exempt contracts for design services from the qualifications-based selection requirements of G.S. 143-64.31 if the estimated fee is less than $50,000.
Approval of this Board Action awards the final design of the system to LaBella Associates, authorizes staff to prepare contract documents, and authorizes the County Manager or his designee to sign said documents for contract purposes...
