BACKGROUND

On September 24, 2019 the Gaston County Board of Commissioners adopted Board Action 2019-264 accepting an offer in the amount of $20,000.00 to purchase a County-owned surplus parcel (PID 147403) located at 5168 Crawford Road, Gastonia.  Additionally, Board Action 2019-264, as adopted, authorized staff to proceed with the upset bid process.

Under NCGS 160A-269, a County has the authority to “receive, solicit, or negotiate an offer to purchase property and advertise it for upset bids.”  Under this statute, the offer to purchase, in the amount of $20,000.00, was advertised in print on October 1, 2019 in the Gaston Gazette as well as on the Gaston County webpage.  Following the required ten (10) day upset bid period, no additional offers to purchase the County-owned surplus parcel (PID 147403) were received.

Having received all bids, per NCGS 160A-269 the Board of Commissioners must accept or reject the offer submitted.  Accepting the sale of this parcel for the highest offer received will enable staff to finalize the transaction and draft the necessary deed and title transfer documents.  Approval of this Board Action formally accepts the best and highest offer for PID 147403 in the amount of $20,000.00 and directs staff to prepare the necessary documents for signature by the Chairman.
