BACKGROUND
In May 2021, Gaston County was awarded $43,612,126 in federal American Rescue Plan Act (ARPA) funds to meet urgent community needs in the wake of COVID-19. On July 22, 2022, $136,313 of ARPA funds were appropriated for the Courthouse Video Arraignment Project through Board Resolution # 2022-225. The project is intended to update the current, antiquated video arraignment equipment in Courtroom 2D and expand video arraignment functions into three (3) additional courtrooms.
Procurement of Purchase and Service Contracts using federal funds involves using the most restrictive requirements of the Uniform Guidance (UG) "sealed bid" procedure (2 C.F.R. ? 200.320(c)) and state formal bidding procedures (NCGS) ?143-129. Gaston County Public Works staff developed an Invitation to Bid packet in accordance with the statutory requirements and to meet the UG's affirmative steps to solicit from minority firms; the project was publicly advertised May 12, 2023 with Duncan Parnell, HUB, the Charlotte Observer, and Gaston County's website. Gaston County's MWBE/Business Inclusion Outreach Coordinator was also notified. No bids were received during the first bid opening on June 1, 2023. The project was re-advertised and bids were received on June 22, 2023 from the following two (2) firms:
* Genxtech AV & Communications, Concord, North Carolina $90,877.59
* Summit Solutionz, Charlotte, North Carolina $416,649.39
