BACKGROUND
Gaston County owns two property parcels adjacent to Lowell totaling approximately 339 acres. These two parcels constitute George Poston Park. Currently, the park is located outside of municipal boundaries and does not have municipal utility service or fire protection. Annexation of George Poston Park by Lowell could facilitate a water line extension along Lowell-Spencer Mountain Road providing service immediately adjacent to park property. Once service is available, Gaston County could extend municipal water into the park for potable use, future irrigation and fire protection services. Currently, the municipal water rate for inside customers is significantly lower than the outside rate. In addition to utilities, annexation of the park would allow Lowell to serve the park with police protection. The park is used extensively throughout the week, so additional police patrols would benefit patrons and help protect County assets. Future development of areas north of George Poston Park are likely, and the park extends east of the Lowell-Spencer Mountain Road to the South Fork River. Annexation of the park property would assist Lowell in serving those future development areas along the South Fork River should the opportunity arise.
Approval of this Board Action initiates annexation of two parcels (PID 148011 and PID 148012) into Lowell's jurisdictional boundary with Gaston County maintaining ownership and daily operation of the park.
