BACKGROUND

In March 2021, NCDOT reviewed the January 2020 ACCESS System Safety Plan and made the following recommendations:

                     Change to NCDOT Six Plans System Safety Plan Template to include NCDOT approved, ACCESS specific procedures and responsible staff

                     Updated Zero Tolerance Alcohol & Drug Policy

                     Clearly defines test refusal

                     Requires 2 substance abuse professionals under contacts

                     Defines the illegal use of drugs as defined in 49 CFR Part 40

                     Prohibits the use of marijuana in any circumstances by safety sensitive employees

The newly revised policy has been reviewed and approved by NCDOT and TAB in May 2021 and now must be approved by the Board of Commissioners based on NCDOT policy.
