BACKGROUND

Per Board Action 2016-120, the Commission accepted the following five (5) offers to purchase surplus County properties: PID#103376 - $100.00, PID#111926 - $560.00, PID#122509 - $240.00, PID#199342 - $720.00, PID#199359 - $720.00.  All five offers were submitted by Mr. Arthur Coffey.  These offers were subject to the upset bid procedures as established by NCGS 160A-269.  PID#s 103376, 111926, 199342, 199359 received no upset bids so the offers submitted by Mr. Arthur Coffey totaling $2,100.00 are the best and highest bids.  PID#122509 was upset by Mr. Randal McLean with a bid of $500.00.  This bid was readvertised and no further upset bids were received.  The bid by Mr. Randal McLean in the amount of $500.00 is the highest and best bid for PID#122509.

Per NCGS 160A-269, the Board of Commissioners must accept or reject the offers once all bids have been submitted, which they have.  Accepting the sale of these parcels for the highest offers received will enable staff to finalize the transactions and draft the necessary deeds and title transfer documents.  Approval of this Board Action formally accepts the highest and best bids for each parcel and directs staff to prepare the necessary documents for signature by the Chairman.
