BACKGROUND

At the Fire Advisory Board meeting on March 10, 2016, Chief David Toomey presented a Certificate of Need (attached) for Lucia Riverbend. This is to purchase a 3000 gallon Smeal/US Tanker at a cost of $400,000. The full amount will be financed through the Local Government Federal Credit Union at a rate of 3.25%.   Payments of $8,451.10 will be made monthly for 15 years.  This will be funded through Lucia’s regular budget and will not require a tax rate increase.  This apparatus will replace a 1998 Freightliner/3D Tanker that is 17 years old and requiring extensive maintenance fees.  There is nothing owed on this truck and it is being sold (currently with a retainer to hold).  Also, the truck being purchased, with warranty, will carry more water and has newer safety features than the existing truck.   Commissioner Chad Brown made a motion to recommend to the Commissioners that they extend the Certificate of Need to Lucia Riverbend.  Barry Wilson seconded the motion.  There was no further discussion or opposition.  The vote was unanimous.  The motion carried.
