BACKGROUND
The Gaston County Jail was designed with a sewer outfall that discharges to the local municipal sewer system. Since the Gaston County Jail began operating at the current site, inmates have periodically flushed towels, bed linens, candy wrappers, cups, etc. into the sewer lines. Many times, those items become lodged and Public Works staff can retrieve the items freeing the sewer lines. On some occasions, those items can't be recovered from inside the facility and end up downstream in the municipal sewer system. They collect in manholes or other structures and result in sewer overflows during heavy events. Gaston County has worked closely with Two Rivers Utilities to design a solution that resolves this issue and will reduce the potential for overflows. Partial funding was budgeted in the FY17 budget for installation of a sewer grinder system. The equipment will collect items within the sewer discharge, remove and shred them before normal flow enters the public utility system. Reduction of this material from entering the lines will reduce the potential for downstream blockage and subsequent overflow thereby, helping protect private land and streams.
Construction bids for the sanitary sewer improvements and grinder system were publicly advertised on August 21, 2016 and a pre-bid meeting was held on August 30, 2016. Sealed bids were publicly opened on September 13, 2016 with the following results:
