BACKGROUND
The County owns approximately 21.46 acres of land and improvements located at 1904 Dallas Cherryville Highway in Dallas, NC, commonly known as the Mary Ellen Nelson Center. The parcel number is 170825.
Partners Health Management proposes to purchase the property for $2.6 million dollars. Tax Office shows the market value of the property as $2,455,100.
The property will be used to build and operate a Child Facility-Based Crisis (FBC) Center that provides short-term, 24-hour behavioral health care for children and adolescents experiencing an acute behavioral health crisis that cannot be safely managed at home or in a routine outpatient setting. Child FBCs stabilize children within 5-7 days through structured clinical care, medication management, and therapeutic supports-avoiding unnecessary hospital admissions or law-enforcement involvement.
Partners has agreed to assume Camp Sertoma’s existing lease and allow the Gaston County Museum of Art and History to continue to use the property as well.
POLICY IMPACT
This Resolution authorizes the County Manager to move forward with the transaction and sell the property pursuant to NCGS 160A-274 under the terms and conditions outlined in the attached Letter of Intent.
