Appropriation of $400,000 Solid Waste Fund Balance

BACKGROUND

Gaston County Renewable Energy Center (REC) produces power by utilizing methane from the Landfill. Recently the REC suffered a catastrophic engine failure on the #2 generator. Staff has since procured quotes for replacement blocks from Nixon Power Services.  This Board Action is requesting approval for a sole source purchase per the sole source bidding exception per GS 143-129(e)(6) from Nixon Power Services in the amount of $345,000 not to include technician labor costs. The justification for the sole source purchase is due to the engine block only being available from one source. Approval of this Board Action authorizes staff to move available funds from the Solid Waste Fund Balance into the REC Generator project.
