BACKGROUND

Gaston County is committed to retaining property only in instances where said property is in use or is a part of the long range Facility Master Plan. On rare occasions, Gaston County obtains property as a result of delinquent tax liens or identifies property no longer essential to the overall mission and operations. As these properties are identified, staff requests the Board of Commissioners to declare the parcel surplus.

Gaston County currently owns PID 183638 (.85 acres) located across from North Belmont Elementary (no assigned address on School Rd., Belmont). This parcel is not in an area the County is planning to redevelop, nor is it planned for current or future development for County use. The Gaston County Public Works office has received an initial offer in the amount of $21,250, which is equal to the tax value.

This Board Action declares the property surplus, accepts the initial bid Public Works has received, and authorizes staff to initiate the upset bid process. Under G.S. 160A-269, a County has the authority to “receive, solicit, or negotiate an offer to purchase property and advertise it for upset bids”. Under this statute, if the Board of Commissioners accept an offer for said property, the County must then advertise the bid in the newspaper and allow ten (10) days for other bids to be received. Staff will bring the highest and best offer back to the Commission for final approval.
