BACKGROUND
The Gaston County Board of Commissioners approved Board Action 2025-402 at the December 9, 2025 meeting. The Board Action deemed Moseley, Inc. as being the firm most qualified to complete a Jail Space Needs and Conditions Assessment study. The purpose of the study is to provide the County and Sheriff’s Office with a comprehensive understanding of future facility needs, detention capacity needs and provide recommendations in response to projected growth and service demands. Facility maintenance needs and a growing population underscore the importance of developing comprehensive maintenance and expansion plans that meet the needs of the inmate population and supervision requirements of the Sheriff’s Office. The study will help guide Gaston County in determining long-term needs and aid in facility and operational needs decisions.
Approval of Board Action 2025-402 directed staff to work with Moseley to develop a project scope and fee. Further, approval of this Board Action authorizes the County Attorney to draft any necessary contract documents and the County Manager or his designee to sign said documents. This Board Action is informational, acknowledging the internal transfer of funds from a public safety capital contingency account to the project account.
