No immediate budget impact or additional appropriation of funds in the Capital Fund. Upon completion and close out of capital projects, staff is authorized to close the capital project account and transfer any remaining unencumbered balance into the designated multi-year capital account. Funds transferred into the designated multi-year capital account shall be held and shall not be expended, transferred to another purpose, or otherwise committed without prior approval of the Board of Commissioners.

BACKGROUND
This Resolution authorizes the discontinuation of capital improvement projects that are no longer being pursued, the closure of the associated project accounts, and the reallocation of any remaining project balances to active capital improvement projects. These actions will facilitate the orderly closeout of inactive projects and ensure that available capital resources are directed toward current infrastructure and capital improvement priorities.
