Approve allocated grant-funded expenditures for salaries and benefits for three new positions in the GCPD for the implementation of the LEAD grant. These positions are fully funded by the grant through 9/30/2025.  No additional County funds are required.

BUDGET ORDINANCE IMPACT

Grant funds for the LEAD program were accepted and appropriated by the BOC on 10/25/2022 (Res# 2022-320) and included expenses for salaries and benefits for the three positions.

BACKGROUND

 

To facilitate the LEAD program with fidelity, three grant-funded positions are required and were approved in the budget reviewed by DOJ:  2 Case Managers and 1 Project Coordinator. A felony drug charge takes approximately 180 days before the court’s final deposition of a case. If the person arrested is a user or small-time seller, he is likely to spend the entire 180 days incarcerated. A misdemeanor is usually disposed of in 120 days. The LEAD program and implementing staff can save the County as much as $306,000 per year in incarceration costs (20 diversions per year x $85/daily inmate cost x 180 days).
