BACKGROUND
The NC Division of Water Infrastructure awarded $5,478,000 in American Rescue Plan Act funding from the State Fiscal Recovery Fund to Gaston County for the High Shoals, Hardin, Dallas - Water Line Project (Project# SRP-D-ARP-0075). On September 27, 2022, Resolution 2022-294 appropriated the $5,478,000 in funds. On March 23, 2023, Resolution 2023-114 appropriated an additional $2,375,000 of gap funding awarded from the Division of Water Infrastructure (DWI) to cover a funding shortfall for the project. On June 28, 2022, Resolution 2022-203 authorized the execution of a professional services contract for the design of the waterline infrastructure.
Section 160A-461 of the North Carolina General Statutes authorized units of local government to enter into interlocal agreements for any undertaking. Gaston County, The City of High Shoals, and the Town of Dallas desire to jointly extend Dallas water infrastructure to serve High Shoals and its water customers. The project will construct the infrastructure necessary to provide water service between the Town of Dallas and the City of High Shoals and relieve High Shoals of water supply challenges.
The purpose of the interlocal agreement between the County, the City of High Shoals, and the Town of Dallas is to set forth the terms and conditions under which the County will construct, and Dallas and High Shoals will operate and maintain the water infrastructure.
